Pam Reed - Superintendent of Schools

Pamela Reed is a Rutland, Vermont, native.  She received a Bachelor’s degree from College of Saint Joseph and a Master’s in Education from VT State University- Castleton. During her years of teaching, she was a special educator and classroom teacher at Shrewsbury Mountain School and Rutland’s Northwest Primary School.  Her experience as an administrator began in 2003 as the Director of Student Services for Rutland Central Supervisory Union. In 2009 she was recognized as the Special Education Administrator of the Year, an award presented by the Vermont Council of Special Education Administrators. In 2010 she joined Rutland High School as an Associate Principal and completed the Vermont School Leadership Project offered by the Snelling Center for Government. In addition to serving as a mentor for beginning educators and aspiring educational leaders, Pam has served on the New England Association of Schools and Colleges commission, as well as participated in monitoring visits to higher education and public schools on behalf of the Vermont Agency of Education. Pam was elected President of the Vermont Council of Special Education Administrators in 2023, finishing her term in 2025. Her educational philosophy, passion, and commitment to meeting the needs of all students led her to the position of Rutland City Public School’s Superintendent in 2025.

Bianca McKeen - Assistant Superintendent

Bianca McKeen is a graduate of Rutland City Public School and Rutland High School.  

She began her professional journey with RCPS with the Tapestry program in 2002 as a work-study student and paraeducator and continued to serve that program in various roles for many years.  Bianca served as a science teacher at both Rutland Middle School and Rutland High School from 2005-2018.  She was an Associate Principal at Rutland High School from 2020-2024 after serving as the principal at Barstow Memorial School in RNESU from 2018-2020.  While teaching for RCPS, Bianca was named as a 2017 University of Vermont Outstanding Teacher, 2016 Rowland Fellow, and 2012 Vermont Academy of Science and Engineering Science Teacher of the Year.  Bianca was also named the National Association for Secondary School Principals Assistant Principal of the Year for Vermont in 2024.  

Bianca has taught Kindergarten through 12th grade as well as served as a professor for graduate-level education courses.  Bianca has a Bachelor’s degree in Theater Arts and Secondary Education from Castleton University and a Master’s degree in Education from the College of St. Joseph as well as extensive advanced coursework in Educational Leadership.  Bianca resides in Rutland with her husband and two children.

Patricia Aigner - District Technology Director

Patricia serves as Director of Instructional Technology for the district. Patricia’s experience includes teaching at the middle school level, serving as technology coordinator, and finally, technology director in Middlebury and since 2008 RCPS. Patricia has a B.A. in Economics from SUNYA, an M.Ed. in Middle Education, and an M.Ed. in School Administration from James Madison University. She is licensed as a teacher, principal, and superintendent. She loves innovating in the Maker and STEM spaces in our schools.

Ted Plemenos - Chief Financial Officer 

Ted serves as the Chief Financial Officer and Business Office Manager for the District. His experience includes more than thirty years as a financial executive for a Fortune 500 energy company, as a division director of finance and administration for a top 20 university, as a consultant, and as an adjunct professor of Business Analytics.  Ted earned a Bachelor’s degree in Public and International Affairs, a Master of Business Administration with concentrations in Finance and Accounting, and has completed executive education in Global Leadership.

Kerry Coarse - Director of Support Services 

Kerry Coarse

Kerry Coarse began her career with Rutland City Public Schools in 1996, initially as a special educator at RIS. Her journey then led her to NW as a second-grade teacher before returning to special education at RHS. In 2014, she transitioned to administration, assuming the role of Coordinator of Support Services, followed by her appointment as Assistant Principal at RIS in 2018 and subsequent promotion to Principal at RIS in 2020. Currently, Kerry serves as the Director of Support Services, overseeing all of Rutland City Public Schools.

Kerry holds a Bachelor’s of Arts degree in Elementary Education and Special Education from Castleton State College, complemented by two Master’s degrees—one in Special Education and another in Educational Leadership, also from Castleton State College/Castleton University. Committed to ongoing professional development, she actively pursues additional coursework and participates in relevant conferences.

Outside of her professional endeavors, Kerry enjoys family life in Rutland Town with her husband and takes pride in raising her two grown sons.

Marie K. Gilmond, Executive Director, Tapestry & EPIC Afterschool and Summer Programs

Marie joined Rutland City Public Schools in July 2020. Having worked in many fields, including civil litigation, low income housing, tourism, community development, health care and human services, and early education, she brings experience navigating the needs and expectations of internal and external stakeholders, to enhance quality and improve outcomes. She completed her bachelor's degree at Arizona State University, and obtained her Master of Science in Administration from St. Michael's College. Marie has extensive grant writing and program management experience, including marketing and communication, systems and strategic thinking, fiscal management, and community collaboration. She regularly serves on committees and boards of not-for-profit organizations in Rutland County, and at the state level.
