Superintendent
Pamela Reed, Superintendent of Schools
Pamela Reed is a Rutland, Vermont, native. She received a Bachelor’s degree from College of
Saint Joseph and a Master’s in Education from VT State University- Castleton. During her years
of teaching, she was a special educator and classroom teacher at Shrewsbury Mountain School
and Rutland’s Northwest Primary School. Her experience as an administrator began in 2003 as
the Director of Student Services for Rutland Central Supervisory Union. In 2009 she was
recognized as the Special Education Administrator of the Year, an award presented by the
Vermont Council of Special Education Administrators. In 2010 she joined Rutland High School
as an Associate Principal and completed the Vermont School Leadership Project offered by the
Snelling Center for Government. In addition to serving as a mentor for beginning educators and
aspiring educational leaders, Pam has served on the New England Association of Schools and
Colleges commission, as well as participated in monitoring visits to higher education and public
schools on behalf of the Vermont Agency of Education. Pam was elected President of the
Vermont Council of Special Education Administrators in 2023, finishing her term in 2025. Her
educational philosophy, passion, and commitment to meeting the needs of all students led her
to the position of Rutland City Public School’s Superintendent in 2025.
