SPECIAL MEETING OF THE BOARD OF SCHOOL COMMISSIONERS

July 17, 2024

President Solsaa called the meeting to order at 5:02 pm, followed by the Pledge of Allegiance and review of Board norms.

Motion by Seward/Bossi to approve the Agenda. Motion carried.

Motion by Bossi/ Atkins-Doenges at 5:03 pm that the Rutland City Board of School Commissioners enter into executive session with Superintendent Olsen, Assistant Superintendent Bianca McKeen, CFO Ted Plemenos, and Pam Reed for the purposes of discussing contractual matters regarding subjects the general public knowledge of which would clearly place the Board at a substantial disadvantage.

Motion Carried.

The Board came out of executive session at 5:06 pm.

Motion by Bossi/ Atkins-Doenges to ratify the proposed AFSCME contract for 2024-2027.

Motion carried unanimously.

Motion by Bossi/ Atkins-Doenges to approve the proposed AFSCME side letter to the 2024-2027 contract.

Motion carried unanimously.

Motion by Bossi/ Atkins-Doenges at 5:09 pm that the Rutland City Board of School Commissioners enter into executive session to consider a disciplinary or dismissal action against an employee pursuant to 1 V.S.A. § 313(a)(4), which permits the Board to enter into an executive session to consider a disciplinary or dismissal action against an employee, and that Superintendent Bill Olsen, Assistant Superintendent Bianca McKeen, Director of Support Services, Equity and Inclusion Pam Reed, and the Board’s legal counsel, Andrew Snow of Meub Associates, PLC, also attend the executive session.

Motion carried.

The Board came out of executive session at 5:30 pm.

Motion by Bossi/ Seward dismiss employee, as discussed in executive session.

Motion carried unanimously.

Motion by Bossi/ Atkins-Doenges, Pursuant to 16 V.S.A. § 1752, to move that the Decision discussed, which includes dismissal, that was reviewed in executive session this evening be the decision of the Board in connection with this Employee Discipline matter and that the Chair of the Board be authorized to execute the Decision on behalf of the board and that the Decision be kept in the employee’s file and kept confidential.”

Motion carried unanimously.

Motion by Lennox-Levins/ Seward to adjourn at 5:31 pm. Motion carried.
